The six states in South-eastern Europe (Albania, Bosnia-Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) which are not member of the European Union (EU) are a symbol of the EU’s never-ending accession policy. Russia’s war in Ukraine has relaunched the enlargement process but, so far, there is little willingness in Brussels to seriously consider enlarging the Union any time soon. The loss of immediate membership prospects has been accompanied by a re-orientation of EU enlargement policy which may not lead to full Union membership, but is more open and pragmatic and aims at fostering cooperation in different key areas. In this seminar, prof. Belloni examines how the difficulties with the enlargement process have undermined the EU’s celebrated transformative “power of attraction,” paving the way to competitors for influence such as China and, above all, Russia.
